1. Integrates department's services with the health system's primary functions.
2. Coordinate and integrate services within assigned areas of responsibility and with other areas of the Health System.
3. Develops and implements policies and procedures that guide and support the provision of services.
4. Recommends a sufficient number of qualified and competent persons to provide care.
5.Determines the qualifications and competence of assigned personnel who provide patient care services and who are not licensed independent practitioners.
6. Continuously assess and improves performance
7. Maintains appropriate quality control programs.
8. Provides for orientation, in-service training, and continuing education of all persons in assigned areas of responsibility.
9. Recommends space and other resources.
10. Participates in selecting outside sources for needed services.
Direct and supervise all related activities through Managers and/or Supervisors.
2.1 Establish measurable objectives which tie to the overall strategic plan and mission.
2.2 Ensure compliance with regulatory bodies.
2.3 Communicate regularly with Managerial Staff.
2.4 Provide a role model for all personnel in each area reflecting Mercy values and support of overall institutional goals.
Direct ongoing planning within each area of responsibility in order to assure that short and long-range goals are established and consistent with overall institutional goals

Recommend and operate within an annual budget to meet the needs and objectives of areas of responsibility.
4.1 Prepare yearly for the budgetary process by collecting and analyzing data used in capital budget requests, as well as overall operating revenue and expenses.
4.2 Tie goals of each assigned area to the budgetary process to ensure that increased or decreased revenue, expenses, and/or capital budget items are correctly determined.
4.3 Monitor staffing needs and meet productivity standards
Assess the day-to-day functional needs of areas of responsibility and develop and implement programs to assure that a high level of quality and efficiency exist in these areas and that established Mercy values are being carried out.
5.1 Establish strong presence and knowledge base of area operations.
5.2 Outline areas in need of improvement..
5.3 Ensure that assigned areas/units work with all other hospital areas/units to ensure effective operations.
5.4 Establish and monitor quality controls for each assigned area/unit.
5.5 Appropriately represent the Health System in relationships with outside agencies, organizations, and groups.
5.6 Develop and implement new programs/services that solve problems and improve overall quality of operations.
Evaluate the performance of appropriate staff members to determine if the area is meeting overall hospital operating objectives in an efficient and quality oriented manner.
6.1 Assure that all employee' performance appraisals are given in a timely manner and prior to the evaluation deadline.
6.2 Develop and maintain methods that assure all employees an opportunity to be fairly evaluated.
6.3 Encourage professional development.

Education: Requires a Bachelor's Degree with at least five (5) years of demonstrated managerial experience. Master's degree preferred.
Experience: Requires a Bachelor's Degree with at least five (5) years of demonstrated managerial experience. Master's degree preferred. The following skills are required: Well-developed communication and interpersonal skills; Well-developed writing skills sufficient to design comprehensive and concise reports and proposals; Skill in developing and effectively delivering oral presentations; Skill in carrying out multiple project assignments within established time frames; Skills to successfully direct the operations of multiple departments or units; and Skill to develop and implement department operating budget. General knowledge of data processing operations sufficient to ensure the development of program specifications for data input, data retrieval, and report preparation. Skill in effectively applying counseling techniques in the resolution of staff conflict. Skill in identifying and recommending training needs of staff. Knowledge of and skill to direct all activities of assigned departments to include: a) directing the development and implementation of quality control procedures; b) directing a multi-disciplinary team; and c) overseeing the development, implementation, and promotion of new programs.
Other: Good oral and written communications skills necessary. Skills for purchasing decisions, equipment justification, planning, counseling, and training are required.
